- 3/4 cup water plus additional if necessary

- 2-pound whole red snapper (with head and tail intact)

- 1/4 cup olive oil

- 2 shallots, minced

- 1/2 cup dry white wine

- 2 garlic cloves, minced

- 1 medium tomato, peeled, seeded, and chopped

- 1 tablespoon minced fresh flat-leaf parsley

- Salt and pepper to taste
